This ticket is for domestic and international visitors, not local Tokyo residents, so there are some restrictions on where it's sold. The condition that you mentioned is only applied at one location. You don't need to be a shinkansen passenger to buy this ticket at other locations. Other locations may have other conditions that are listed on the official page. For example, at travel agencies the ticket is only sold together with other travel products (transportation, accommodation, travel packages, etc.) for Tokyo.

Hi Lena The first train from Hakodate to New Chitose Airport departs at 6:10 am and arrives at the airport at 9:27 am (with a connection at Minami-Chitose). This gives you one hour before your flight. If you are departing on a domestic flight it may be enough, but it's a bit tight. To get to Sapporo from Tokyo you will need to take a shinkansen train from Tokyo to Shin-Hakodate-Hokuto and connect there to another train to Sapporo. Hi Theresa, Unfortunately, there are no hotels around Shin Hakodate Hokuto Station at the moment. There is one under construction. The last shinkansen train departs Tokyo at 19:20 and arrives at Shin Hakodate Hokuto at 23:33. You can then take a Hakodate Liner train to Hakodate, it only takes 20 minutes to get there. The last Hakodate Liner departs from Shin Hakodate Hokuto 23:46. Hi Pam. The Tokyo Subway ticket will be valid on MOTO-YAWATA to MIZUE part, but not the Keisei line from the airport. Unless you plan to ride the subway a lot in the following two days it may be a better idea to get an IC card (like PASMO or Suica) at the airport. Going from Hakodate to Aomori you will need to take a regular train from Hakodate to Shin-Hakodate Hokuto (about 20 min) and then change to shinkansen train to Shin-Aomori. From Shin-Aomori you can take a taxi to your destination or a local train to Aomori station. It's only 4km from Shin-Aomori to Aomori station.

Yes, you can use your Suica card or any other IC card to pay the train fare from Sapporo to Otaru. The fare is 640 yen one way. Sapporo to Otaru line is served by local train with all non-reserved seats and by Rapid Airport train with reserved and non-reserved seats. It's not necessary to get a reserved seat on this route as the trains are rarely full and have plenty of non-reserved seats.
