ICOCA refund at JR West office, early morning

My first travel to Japan - 

May I know where to get refund for my ICOCA card at Kyoto Station? 

What is the earliest hour does the refund counter open at Kyoto Station? (i have an early Shinkansen train outbound at 7.42am - was thinking if I could do the refund before the train departs)

You can return an ICOCA card and get a refund at a JR ticket office. The Central JR ticket office at Kyoto Station opens at 5:30 am.
