Does anyone know whether it is covered by particular passes, such as Hankyu Tourist Pass, Kansai Thru Pass, IC cards or other passes? Quote

Kyo-Train Garaku is charged the same as regular Hankyu trains so the Hankyu Tourist Pass and Kansai Thru Pass will cover this train. You can find information about suitable IC cards in this article.
