I'd suggest contacting the hotel for advice. From Abashiri Port: Step 1: Train to Kamikawa Station JR Sekihoku Line from Abashiri Station. About 2 hours to Kamikawa Station. Several trains per day, but check the latest timetable. Step 2: Bus to Sounkyo Onsen Dohoku Bus from Kamikawa Station. Approximately 30 minutes. Buses may be less frequent, especially in off-peak seasons. Quote
