JR charges extra for pets. https://www.westjr.co.jp/global/en/support/accessibility/ Small animals, e.g. dogs, cats, pigeons and such like (excluding ferocious animals and snakes), may be brought in on trains as long as they are no more than 10 kilograms in weight, are placed in a cage of up to 70 centimeters in length, where the sum of the length, width and height of the cage is about 90 centimeters, and are recognized to cause no damage or disturbance to other passengers.
