Lockers are available to use between the first train's departure time in the morning and the last train's departure time at night. Outside of this time they are shuttered, so I think you won't be able to use them at 4 am. However, if you are staying at a hotel, you may be able to leave your luggage with the reception desk before your check in time. Another alternative is to send your luggage directly to your hotel from the airport: http://www.kuronekoyamato.co.jp/en/tourist/airport/ I hope that helps!
