Seibu Shinjuku station is on the East side of the main JR Shinjuku Station and Washington Hotel is on the West side. It will take about 20 minutes to walk. Washington Hotel is next to Tokyo Metropolitan Government building. There is an underground walkway from the West side of the station (just follow the signs to Tokyo Metropolitan Government building). There is no manned baggage storage office at Sapporo Station, but there are plenty of lockers of various sizes. If you are staying in a hotel in Sapporo, most hotels will keep your luggage on the day of your check-in (if you arrive early) or after your check-out.
